| Abstract |
| One of the most urgent problems of the local governments and organizations is to strengthen their competitiveness and self-reliance in the times of unlimited competition. Developing symbolic character design has been recognized as one of the ways of making public relation and uniting local communities as well as individuals. However, the design and the introduction of character has problems of ignoring the identity and live contents of the local areas. But most important one is that the adopted character design with a huge budget is not used in reality. Therefore, it is required for local governments to maximize the utility and to produce the added value to the character. |
